In this circumstance, the supply of driving force is absent i.e, the heat energy in the warm ocean water. The friction rises, breaking the cycle and the hurricane finally dies out. In the second circumstance, the hurricane moves towards cooler water of the ocean losing its driving force.
Thus, the hurricane dies out when there is a cut in supply of its energy source that is the warm water on the ocean surface.
